Oscar Macias and six other persons, all unemployed farm workers, and the Union de Trabajadores Agricolas Fronterizos to which the seven belonged, brought suit in the United States District Court for the District of New Mexico against the New Mexico Department of Labor ("Department"). The gist of the thirty-seven page complaint was that when the individual plaintiffs presented themselves to the Department seeking unemployment benefits...
