The petitioners, the Towns of Warner and Bradford, appeal from a declaratory judgment entered by the Superior Court (McGuire, J.), denying their constitutional challenges to RSA 195:18 (1989), the procedure for organizing cooperative school districts, and to the two-thirds majority provision for amending articles of agreement. The thrust of the petitioners' argument is that they are unlawfully burdened financially in the support they are required...
