Pro se plaintiff-appellant Terry Oliver, a federal prisoner in the custody of the Massachusetts Department of Corrections [DOC], brought a civil rights action, pursuant to 42 U.S.C. § 1983, against the Commissioner and other officials of the DOC in 1989.
