Kong Min Jian petitions for review of an October 7, 1993 order of the Board of Immigration Appeals (BIA) denying him asylum, a waiver of deportability, and withholding of deportation, and directing him deported to China. Jian contends that the order should be reversed because (1) venue of the deportation proceedings was changed without prior notice, and (2) the BIA abused its discretion in denying his application for asylum.
