On October 7, 1993, pursuant to a request for accelerated review, we issued an order affirming the trial court's judgment that Snohomish County Ordinance 93-004 is not subject to referendum. Our October 7, 1993, order noted that the opinion explaining the decision would be filed in due course. We do so today.
