The issue presented in this appeal is whether Art. I, Sec. II, Par. IX of the 1983 Georgia Constitution, as amended effective January 1, 1991 (hereinafter "the 1991 amendment"), precludes a waiver of sovereign immunity by a municipality1 through the purchase of liability insurance.
