John Tracy was indicted by a federal grand jury in Maine on five counts of distribution or attempted distribution of LSD in violation of 21 U.S.C. §§ 841(a)(1), 846. Tracy failed to appear for his scheduled trial in August 1991 and was arrested two weeks later in Florida, carrying a false identification and pretending to be someone else.
