Fulmer (petitioner) has filed a petition for review in the nature of a complaint for a declaratory judgment requesting a ruling from this Court that the subrogation provision contained in Section 1720 of the Pennsylvania Motor Vehicle Financial Responsibility Law (MVFRL), 75 Pa.C.S. § 1720, precludes the Pennsylvania State Police (PSP) from seeking reimbursement of benefits paid under the Heart and Lung Act.1...
