Dr. Graham Ramsay (Ramsay) petitions for review of the decision by the Board of Immigration Appeals (BIA) finding that he was subject to deportation pursuant to § 241(a)(2)(B) of the Immigration and Nationality Act (the Act), 8 U.S.C. § 1251(a)(2)(B), because he entered the United States without inspection.
