The plaintiff, the board of health (board), brought an action in the Superior Court seeking an injunction requiring the defendant to remove about 900 cubic yards of debris from his property on the ground that its continued presence constituted a "facility" (dumping ground for refuse) that had not received a site approval from the board as required by G.L.c. 111, § 150A.2
