The plaintiffs have brought this lawsuit on behalf of all black resident citizens and electors of Barbour County, Alabama.1 The plaintiffs charged, among other things, that the current district lines for the Barbour County Commission violate the "one-person, one-vote" principle of the fourteenth amendment to the United States Constitution and the "vote dilution" principles...
