We are asked to decide in these consolidated appeals whether the Riverboat Gaming Division and a Louisiana citizen may seek judicial review of an adverse decision of the Louisiana Riverboat Gaming Commission. The courts below ruled that the Division and the citizen did not have a right to challenge the Commission's ruling.
