BACKGROUND AND PRIOR PROCEEDINGS

Claudia Hopper ("Hopper") owned and operated Hair One, a beauty salon licensed in her name. Hopper leased ten "stations" at the salon to other cosmetologists. On August 20, 1990, a status determination was filed with the Department of Employment (the "Department") holding that Hopper was liable for unemployment insurance contributions on the cosmetologists' wages for the period from January 1, 1986...
