This is an action brought by plaintiff, a Muslim prisoner who was incarcerated in New York State prisons from 1977 to 1994. Plaintiff is also known as Ya'Qub Shamsid-Deen, but is referred to in all New York State Department of Correctional Services ("DOCS") records by the name under which he was incarcerated, Jory Lowrance.
