Fire Captain Joseph Recasner, a 15 year veteran of the New Orleans Fire Department, was selected for a random drug screening on June 10, 1992. He was ordered to undergo the drug screening at the Marine Medical Unit (MMU) on Tchoupitoulas Street in New Orleans.
