This is an appeal by the Louisiana State Racing Commission pursuant to LSA-R.S. 49:965 from a judgment of the district court reversing a decision of the Commission granting a license to Livingston Downs Racing Association, Inc., (LDRA) to conduct horse racing in Livingston Parish and vacating the license issued by the Commission. The issue is whether the judgment of the district court is supported by any of the criteria enumerated by R.S. 49:964...
