The Jackson Redevelopment Authority (JRA) filed this suit to acquire Morley and Laurence's (owners) property on October 23, 1989, in Hinds County Special Court of Eminent Domain. The owners removed the action to the United States District Court for the Southern District of Mississippi, Jackson Division, and filed an answer on December 20, 1989. The District Court remanded to the state court for failure of complete diversity of citizenship...
