Plaintiff Jerry Young, a longshoreman, filed this suit pursuant to § 905(b), of the Longshore and Harbor Workers' Compensation Act, 33 U.S.C. § 901 et seq., against Armadores de Cabotaje, S.A. ("ARCASA") and Empresa Nacional Siderugica. S.A. ("ENSIDESA").
