Plaintiff Joseph L. Lee filed a complaint for mandamus to require defendants City of Decatur (City), Decatur Civil Service Commission (Commission), and Charles L. Phillips, Secretary of the Commission, to hire Lee as a fire fighter and to award him back pay and other damages. The circuit court of Macon County dismissed the complaint as barred by the statute of limitations and laches. Lee appeals. We affirm...
