I. Introduction

In this civil action filed on March 31, 1994, the plaintiffs combine claims under Section 43(a) of the Lanham Act, 15 U.S.C. § 1125, with several causes of action under West Virginia law. The sole basis for federal jurisdiction is plaintiffs' contention that this action presents a federal question under 28 U.S.C. § 1331 because it "arises under" the laws of the United States...
