Act 631 of the Regular Session of 1987 concerns establishing procedures for the use of school boards in dismissing nontenured employees of the public school system. 1987 La. Acts 631 (enacting La.Rev.Stat.Ann. § 17:81.5 (West 1988)). The title of Act 631 "authorizes school boards to adopt [such] procedures ... and to provide for related matters." Id....
