MEMORANDUM AND ORDER

LUNGSTRUM, District Judge.

I. Introduction

This matter is currently before the court on defendant's motion to dismiss or, in the alternative, for summary judgment (Doc. # 20) against pro se plaintiff Keely Ann Hass. Defendant seeks dismissal of plaintiff's various claims under the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552 (1988), and the Privacy Act, 5 U.S.C. § 552a (1988).
