This is an appeal of a judgment in an inverse condemnation action brought by appellees, Donald Glenn Felts and Mary Taylor Felts ("Felts"), against appellant, Harris County, Texas ("Harris County"), for damages to their home caused by Harris County's North Eldridge Parkway project.
