Ron Oliver and other members of the Pulaski County Election Commission appeal the decision of the circuit court granting the writ of mandamus and ordering that Appellee Logan Simons's name be placed on the ballot for the November 8, 1994 general election as an independent candidate for Pulaski County Municipal Court.
