The Director of Revenue ("Director") appeals from an order of the Circuit Court of Dade County setting aside the Director's revocation of the privilege of John Alan Woodard, Jr., ("Woodard") to operate a motor vehicle. The court order was entered in an action commenced by Woodard per § 577.041, RSMo Cum.Supp.1992.1 Woodard filed the action in Barry County. It was "transferred" to Dade County.
