FRIEDMAN, Judge.
Colonial School District (District) appeals from an order of the Montgomery County Court of Common Pleas (trial court), which sustained John Walls' petition for review of the decision of the Colonial School Board (Board) to assign an active teacher with less seniority to a vacant position rather than recalling Walls, a suspended teacher.
