Plaintiff filed a complaint alleging that defendants acted in bad faith, arbitrarily, and capriciously when refusing to award a Section 8(a) contract to plaintiff for security and law enforcement services. Plaintiff is now seeking a preliminary injunction to maintain its eligibility as a Section 8(a) firm pending resolution of the merits of its case.
