KIDD, Justice.

Elizabeth Callejo-Tolosa filed an application with the Texas Board of Medical Examiners (the "Board") for licensure by out-ofstate reciprocity.1 After the Board denied her application, Dr. Tolosa sought judicial review of the Board's order in district court. The district court affirmed the Board's order. We will affirm.
