Plaintiff in this case is City University, a Washington corporation that operates a privately owned university. Plaintiff's administrative headquarters are in Bellevue, Washington, and it has a branch-campus facility in Tigard, Oregon. Plaintiff is a member of the Northwest Association of Schools and Colleges (Northwest Association). Plaintiff filed this action in Marion County Circuit Court, seeking a declaration that ORS 348.835(2)(c)
