Defendant, the State of Louisiana, through the Department of Public Safety and Corrections (DPS), appeals from a judgment finding DPS liable for damages resulting from an automobile accident which took the lives of Carl Reed (Reed), and Wayne and Marjorie Ferrill, and injured Rudy Troy (Troy), a passenger in the Reed vehicle.
