Plaintiff believes that the Defendant violated the Emergency Medical Treatment and Active Labor Act, see 42 U.S.C. §§ 1395dd et seq., (the "Act"), when it discharged Sheila Anderson-Harris ("Decedent") from its emergency room on the morning of April 24, 1991, following her admission for severe left chest pain. Within two hours after her release, she was returned to the Hospital in cardiac arrest...
