Stephen Tittle and Tom Harrell committed suicide by hanging themselves in the Jefferson County Jail. Jessie Leon Tittle brought this 42 U.S.C. § 1983 action as personal representative of the estate of Stephen Tittle, against Jefferson County, Alabama, alleging that the County violated Stephen Tittle's rights under the Eighth and Fourteenth Amendments to the Constitution.
