Two pharmacists, Dennis Sender and Sheldon Weiner, appeal the order of the circuit court affirming the decision of the Department of Professional Regulation (the Department). The Department found that Weiner and Sender violated sections of the Illinois Controlled Substances Act (Ill.Rev.Stat.1987, ch. 56½, par. 1100 et seq.), title 68 of the Administrative Code (68 Ill.Adm.Code § 1330
