This case was initiated by Cecil La'Roy Hall, pro se, when he filed against the State of Delaware (the "State") a "Petition for the Return Of Seized Property" (the "Petition") pursuant to Superior Court Criminal Rule 41(e) and Superior Court Civil Rule 71.3(c).
