MEMORANDUM OPINION

McKEAGUE, District Judge.

This case presents an action to quiet title to real property pursuant to 28 U.S.C. § 2410. There is no genuine issue as to any material fact and plaintiffs have moved for summary judgment. The Court has heard oral arguments and reviewed the parties' supplemental briefs. The matter is ripe for final disposition.
