Defendant, the City of New Orleans, appeals a trial court judgment in favor of plaintiff, William Barry, Jr. We reverse.
On the evening of January 10, 1987, plaintiff, William Barry, Jr., and his friend, Lynn Williams, stopped on their way home from work at the Algiers Sports Bar and Cafe. Barry and Williams were playing pool when another patron, Wallace Dennis, started making loud racially insulting remarks
