This appeal requires us to determine whether the district court erred when it found that the Reno City Council's ("Council") decision to abandon certain real property was an arbitrary and capricious abuse of discretion. NRS 278.480(4) provides that a "governing body" may abandon property if it "is satisfied that the public will not be materially injured" by the proposed abandonment.
