Appellant William Young challenges an order and judgment sustaining the denial of his application for a permit to carry a handgun in public. In denying the application, the Benton County Sheriff determined that appellant failed to demonstrate, under "new standards," a need for the permit due to an occupational or personal safety hazard within the meaning of Minn.Stat. § 624.714, subd. 5 (1992).
