This consolidated appeal arises from three separate suits filed on August 4, 1994 in Twenty-Fifth Judicial District Court for the Parish of Plaquemines, challenging the candidacy of three incumbent members of the Plaquemines Parish Council who have qualified to run for re-election in the primary election to be held on October 1, 1994.
