NEUMAN, Justice.

This case concerns an Iowa Department of Corrections' policy that authorizes an automatic deduction for restitution from funds credited to an inmate's account from relatives or other "outside sources." Ernest Walters, a prison inmate, challenged the policy as violative of procedural due process. The district court agreed, concluding that Walters was entitled to a hearing before funds other than prison wages were applied toward his restitution plan...
