HICKS, Justice.

Appellant, Signature Services, Inc., sued Tarrant County for breach of contract and for promissory and equitable estoppel. The trial court granted Tarrant County's motion for summary judgment. In one point of error, appellant alleges that the trial court erred in granting the motion for summary judgment on appellant's claim for breach of contract.
