One issue is raised in this appeal. Can the State of Iowa (State) claim a credit for payments made to an employee under the state's group employee disability program against a workers' compensation award to the employee for permanent partial disability? The district court, in this judicial review proceeding, held the State was entitled to the credit and reversed the Industrial Commissioner's decision...
