Deputy Warden Paul Hedgepeth appeals a district court order holding him in civil contempt for the manner in which security officers at the Iowa State Penitentiary (ISP) searched certain inmates' legal papers. Concluding that the district court punished Hedgepeth for conduct not clearly prohibited by the 1980 consent decree in Dee v. Brewer, we reverse.
