Plaintiffs Swenson Associates Architects, P.C., and Glen R. Swenson (collectively "Swenson") appeal from the district court's order dismissing their complaint against defendant State of Utah. The underlying action stems from the State's denial of Swenson's requests for public records made pursuant to the Government Records Access and Management Act. Utah Code Ann. §§ 63-2-101 to -909.
