This appeal concerns the application of the Corrections Administrative Remedy Procedure (ARP), LSA-R.S. 15:1171, et seq., to a private prison facility. Plaintiff, Willard Bumgarden, brought a personal injury suit against defendant, Wackenhut Corrections Corporation (Wackenhut), the contractor operating the private prison facility in which Bumgarden was incarcerated.
