Judgment modified on the law and as modified affirmed without costs in accordance with the following Memorandum: In August 1994 the Erie County Legislature adopted Local Laws, 1994, No. 14 of Erie County providing for a proposition to appear on the ballot for the November 8, 1994 election. The Local Law amends the Erie County Charter, which requires a two-thirds vote to increase sales and use taxes in Erie County, by permitting approval by a simple majority of the Legislature...
