Martin County refused to approve an application to amend its Comprehensive Growth Management Plan and Future Land Use Map so that Section 28 Partnership Ltd.'s parcel of land could be developed as a planned unit development (PUD). The partnership sought certiorari relief in the circuit court, which was denied, and we treat partnership's appeal to this court as a petition for writ of certiorari. City of Deerfield Beach v.
