In November 1993, Joan Rasmussen was elected as the Town Clerk of the Town of Brunswick, Rensselaer County, for a term expiring on December 31, 1995. Thereafter, on or about July 28, 1994, Rasmussen authored a letter of resignation, addressed to the Town Supervisor and the Town Board, in which she stated her intent to resign from her office effective August 26, 1994.
