On appeal in this civil suit, Dr. Barbara Vanhorn challenges the lower court's determination that she did not fulfill the terms of her National Health Services Corps Scholarship agreement with the Government. After Dr. Vanhorn's testimony, the district court issued judgment as a matter of law for the United States pursuant to Fed.R.Civ.Proc. 50(a) and awarded compensatory damages, interest, and a treble-damage penalty.
