Oscar E. Williams, an inmate at the St. Louis County Adult Correctional Institution ("Institution"), brought this action under 42 U.S.C. § 1983 alleging that Correctional Officer Clarence Davis and Warden Roy Mueller had violated his Eighth Amendment right to be free from cruel and unusual punishment.
